People like David Zaslav are probably more than willing to bend the knee and do what he's told to do. Paramount was just caught admitting they wanted to settle the 60 minutes lawsuit to help with mergers. In the very least, the bribery is going to be off the charts.

Anyway, to your point on international box office... it's a little more complicated than what you say, and indeed one might need an entertainment lawyer to suss it out. While it's sexy to see a movie make twice as much overseas as it does in America, the profit sharing is wildly different. A loose international average has distributors collecting 45% of receipts from overseas grosses (compared to 55% in America). But this varies from country to country -- China, the world's biggest movie industry, supposedly shares only 25% of their grosses with American distributors, and even that is an excessive hassle to physically recoup since the Chinese government can be stingy.
Hollywood loves that international money, but it's not worth it if those grosses aren't massive. They like touting that certain movies are popular enough to gross x amount of dollars, but converting that to profit is exceedingly tougher all the time. "Deadpool And Wolverine" collected plenty overseas, but apparently the biggest market was the UK, and not China, where a movie like that is expected to bring in $200-$300 million, not the $59 million it actually generated (for comparison's sake "X-Men: Apocalypse" collected $120 million in China, and "Logan" grossed $106 million).
